SEP application window: Sept. 1 – Nov. 30, 2026. Apply through the Commission's MassCIP portal. Review typically takes two to three months, and the Commission is running free virtual application clinics during the window.

FY26 Cannabis Social Equity Grant Program: 194 grants, $28.8 million(announced March 16, 2026). Tier maximums were $25,000 / $50,000 / $200,000 / $300,000.

FY27 grant round: not yet announced. The last two rounds opened in the fall (Sept. 24, 2024 and Oct. 31, 2025) with roughly six weeks to apply. when it opens.

Social consumption licenses are not available yet. Regulations took effect Jan. 2, 2026; the Commission expects to open Supplemental license applications by the end of 2026, with Hospitality licenses to follow. They're reserved for equity applicants for 36 months from the first opening.

Delivery licenses remain equity-exclusive. Marijuana Courier and Delivery Operator licenses are limited to businesses majority-owned by SEP participants and Economic Empowerment applicants; the Commission extended that exclusivity in March 2026.

Social Equity Program
The SEP is your ticket to the game – free training, fee breaks, expedited licensing review, and eligibility for state equity grants for folks hit hardest by old drug laws. It's a program, not a license — and it costs nothing to join.

Lived in an ADI + income limit
Lived in an Area of Disproportionate Impact 30 communities the Commission designated as hit hardest by prohibition. In Boston, Worcester, Springfield and Lowell only certain census tracts count — check your exact address; don't assume from a neighbor's approval. for 5 of the last 10 years and your household income is at or below 400% of Area Median Income The Commission publishes one 400% AMI figure per ADI community. Examples: Boston $379,020 · Springfield $205,356 · Worcester $270,176 · Brockton $308,356. Most working households clear this bar — the 5-year residency is the real test. for that community. Both parts together.
Your own drug conviction
You've lived in Massachusetts for the past 12 months and have a conviction or a CWOF Continuance Without a Finding — a Massachusetts court outcome where you admit sufficient facts and the case is continued, often later dismissed. It still counts for SEP eligibility. for any drug offense under Chapter 94C The Massachusetts Controlled Substances Act — any drug offense, not just cannabis. An equivalent conviction from another state also counts. , or an equivalent conviction from another state. Arrests alone don't count.
Spouse or child of someone convicted
You've lived in Massachusetts for the past 12 months and you're married to, or the child of, someone with a Chapter 94C conviction or CWOF (or the equivalent from another state).
Original Economic Empowerment owner
You were listed as an owner on the original certification of a Certified Economic Empowerment Applicant and meet one more test: 5 of 10 years in an ADI, work serving disproportionately impacted communities, Black, African American, Hispanic or Latino descent, or a demonstrated record of economic empowerment in an ADI.
How & when to apply
- Window: September 1 – November 30, 2026, through the Commission's online portal (MassCIP). Create an account, then open the Social Equity Program application.
- Review time: typically two to three months. Staff may email you for more detail.
- Help: free virtual application clinics run during the window. Email Equity@CCCMass.com or call (774) 415-0200.
- After approval: take the optional Suitability Pre-Screening survey in MassCIP to spot licensing issues early.
Documents the Commission accepts
Clear, legible, from an official source — nothing self-prepared. Leases must be signed and dated. Residency can be pieced together across different ADI communities and doesn't need to be consecutive.
- Massachusetts driver's or ID card record
- Signed lease with your full name
- Property deed with your full name
- School records with name and address
- Housing authority records
- Bank statements with name and address
- Utility bills (energy or water)
- Dated government notices or letters
- Voter registration record
- Income proof for one year (W-2, IRS transcript, bank statements)
What you get as a participant
- Free training across four tracks — on demand, on your schedule.
- Expedited license review for businesses you hold ownership in.
- Fee breaks — application fee waivers and a 50% reduction in annual license fees for businesses majority-owned by participants.
- Exclusive license types — delivery licenses now, and social consumption licenses once they open, reserved for equity applicants during the exclusivity periods.
- Grant eligibility — businesses majority-owned by participants can apply to the Cannabis Social Equity Trust Fund.
- EquityWorks Career Hub — the Commission's job and networking platform for equity participants.
Four tracks — pick your lane
Secure the Bag
Grants ain't handouts – they're fuel for your hustle. They come from the state's Cannabis Social Equity Trust Fund, they reimburse eligible expenses, and they go to businesses majority-owned by SEP participants or Economic Empowerment applicants.
Grant Tiers & Maximum Awards (FY26 round)
FY25 maximums were higher ($250K / $500K in the top tiers); FY26 lowered them and funded more businesses. Awards are maximums, not guarantees.
Program Overview
Administered by the Executive Office of Economic Development, not the Commission. FY25 distributed $26.5M to 181 businesses; FY26 distributed $28.8M to 194 businesses out of 223 applications — so most eligible applicants that applied were funded.
Key Requirements
- A business entity in good standing, located in Massachusetts — individuals can't apply on their own
- More than 50% owned by SEP participants and/or Certified Economic Empowerment applicants (or the business itself is EEA-designated)
- Ownership finalized and documented before you apply (operating agreement, bylaws, or CCC license records)
- Funds are paid on a cost-reimbursement basis with reporting — you spend on eligible expenses, then get reimbursed
- Prior grantees can apply again, but a new award depends on closing out the earlier grant
FY27 round: not yet announced.
The last two rounds opened Sept. 24, 2024 and Oct. 31, 2025, each with about six weeks to apply.
